Senior Chief Petty Officer Richard Dixon exhibited extraordinary heroism on two separate occasions in July 1980. Firstly, on July 3, as the coxswain of a Coast Guard Motor Lifeboat, he prevented the yacht FANTASY ISLE from capsizing in stormy Tillamook Bay, Oregon. Dixon placed his vessel in the path of 30-foot breaking waves for forty minutes, ensuring the safety of the yacht and its crew. Secondly, the following day, Dixon rescued four men from a capsized pleasure craft in turbulent surf at Tillamook Bay's entrance. Maneuvering skillfully despite perilous conditions, he positioned his boat near the rocks of the jetty, ensuring the safety of his crew and the victims while conducting the rescue operation. Dixon's exceptional seamanship, courage, and unwavering dedication to duty in the face of imminent danger reflect great credit upon himself and the United States Coast Guard, earning him the Coast Guard Medal and a Gold Star for his second award.
